Liberal Party NEC Statement - Reinforced Autoclaved Aerated Concrete (RAAC)

The Liberal Party notes the continued concerns over the use of Reinforced Autoclaved Aerated Concrete (RAAC) in a wide range of public buildings including Schools, hospitals, and university campus.

Reinforced Autoclaved Aerated Concrete (RAAC) contains steel mesh to add strength, but the reduced cement contents and use of small grain aggregates and fly ash means that it can only carry 50% of the load bearing of standard cast concrete.

Concerns over its vulnerability, limited lifespan and unpredictable deterioration and failure have been known since the 1990’s but have only now reached the wider public domain.

Whilst the issue of its initial use is a historical one of building regulation and design, it is the government of the day which must remediate its presence as with Asbestos.

The party believes that the identification and repair or modernization of affected public buildings must be a priority to safeguard occupants and users. It also gives the country the opportunity to invest in infrastructure to provide local employment and economic activity.
