Regional Devolution - more than an English Issue

As I have said, Cornwall has a solid case for a national assembly. I think if we look at England we have to base it on the successful Lander system in Germany. What I would like to see is whether regional assemblies in England could work alongside an English National Assembly, possibly with some of those elected regionally also sitting in a monthly national assembly. Devolution is complex and there is no easy fix solution, yet it is necessary.
